The article puts forth a reading of the process of hydrocarbon policy reforms in the past 15 years, highlighting the difficult construction of legitimate and technically viable collective agreements on “the governance of oil and gas”, within a broader sociopolitical context contesting the development models, the meaning of sovereignty and the type of state, society and economy. We propose a reinterpretation of the sociopolitical and technical process of continuous reforms of the hydrocarbons management model between 1996 and 2006, outlining the social and political fields in which the different projects of nation and state were deployed until they were culminated by the hydrocarbons reforms in 2005 and 2006. The paper argues that the crisis of the scheme launched in 1996 was founded upon the political underpinnings of its conception rather than in a discussion of its technical design. | |||||||
